Click UpperFilters only. Error 10 "Windows cannot start this hardware device because its configuration information…etc" Registry changes did not help. this is the 1st time the upper and lower filters were not the issue. I had no upper or lower filter entries so deleted all entries under the designated key except default which would not delete.

DVD is recognized. In Device Manager, you most probably see the error message saying:Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19). To fix the Code 19 Dvd Drive Uninstalled devices first, then removed LowerFilters value from the registry key as suggested. I tried everything and nothing would make my dvd player work, I did the unistall of the Toshiba recovery and that did it.
